The city of Harrisburg, Pennsylvania has filed for chapter 9 bankruptcy. The city has $300 million in debt and faces a possible takeover by the state. The state and the city have been unable to agree on how to approach the debt issue while also fulfilling other financial obligations. [Reuters]
